It's named this because no one lives here and there is an extensive speaker system. It plays messages like, "Come to North Korea, the land of No taxes." Notice the flag. It is the biggest flag in the world. It's there to compete against the South Korean flag in a nearby village.

A monument dedicated to the "Ax murder event" that occurred when a group of soldiers from US and South Korea soldiers went unarmed on a routine tree trimming duty and North Korean brutally murdered them with Axes.
